The U.N. classifies countries for immigration and emigration in 4 ways
1) maintain its current level
2) increase level
3) reduce level
4) no policy

32 want more
116 wish to maintain amount
25 do not have a policy
18 countries seek more emigrants
46 seek less
43 want to remain at current level
88 have no policy
unauthorized immigrants- those who enter a country without the correct legal documents (neutral term)
undocumented immigrant- term preferred by those who want more rights for them
illegal alien- favor tougher restrictions and laws on immigration

Quota Act in 1921, National Origins Act in 1924
These laws established quotas, or maximum limits on the number of people who can enter the country in one year
1924- 2% could immigrate from each country
1965- hemisphere quota- east- 170,000 west-120,000
1978- global quota- 290,000/20,000 for each country
1990- global quota- 700,000
